Acapulco

Acapulco has some decent windsurfing around the Costa Club Hotel and Playa Hornos (across from the Parque Papagayo)

Cabo San Lucas

The most ideal place for windsurfing is about 50 miles north of Los Cabos airport, at Vela Baja, located in the small town of Los Barriles.  The wind conditions are ideal, especially from November through March.
In the winter months 15-30 knot northerly winds are quite common along the Sea of Cortez coast, perfect for windsurfing.

Windsurfing equipment can be rented at any beach in Cabo.
Cost:  starts at about US$20/Person

Note - You can rent all other types of water gear at El Medano Beach (full or half day rentals are available), including catamarans, water skies and jet skiis.
